When the Levees Broke

Spike Lee's documentary should be required viewing for every civics class in the country.

It's like this (and I'm only halfway through the movie): there's a contract - government provides basic services, and protects property, if they fail to do one, they can't give lip service to the other. The chaos that follows the collapse of infrastructure is not an excuse for the imposition of a police state in order to protect property.
